On Friday, March 27, 2020 President Trump signed into law the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Division B of the CARES Act, Title XII includes allocations of $48.5 billion in funding assistance for transportation and housing activities to address the global health pandemic. In addition to funding a host of Housing and Urban Development programs, a total of $5 billion will be made available under the Community Development Fund to prevent, prepare for, and respond to COVID-19.

This funding will be distributed in three waves and each wave will have its own public participation process and application. For simplicity, each wave has its own dedicated tab under CDBG-CV.


Due to social distancing requirements, HUD and DCED has provided waivers that allow for virtual public meetings and a 5-day public comment period. These waivers have been incorporated into the City’s revised Citizen Participation Plan.

Public hearings will be broadcasted through Facebook live on the City’s Facebook Group as well as on the City of Lock Haven YouTube Channel. This will allow residents to comment in real time with questions and other comments.
