Housing Rehab Program

OWNER-OCCUPIED HOUSING REHABILITATION PROGRAM

The City of Lock Haven has received federal HOME funds through the PA Department of Community and Economic Development for an Owner-Occupied Housing Rehabilitation Program for Lock Haven residents living in the 3rd and 4th wards of the City.

Under the City-wide Owner Occupied Housing Rehabilitation Program, eligible low and very low income homeowners could receive up to $25,000 in funds to correct code deficiencies, and an additional $10,000 in funds to reduce lead-based paint hazards. The funds are in the form of a deferred loan which would be forgiven over 5 years. A lien is placed against the home and the deferred loan is forgiven 20% a year over a 5 year period. The property owner is required to repay the pro-rate share of the grant in the event the property is either vacated or sold within the five year forgiveness period.

The city is currently accepting applications for this program.  Seventy percent (70%) of the funding will be used to specifically target persons that are 60 and older.

If you live in the 3rd or 4th wards and are interested in receiving assistance you must complete a Pre-Qualification Form which can also be obtained at the City Planning Office, Second Floor, Lock Haven City Hall, 20 East Church Street, Lock Haven, PA 17745, or by calling 570-893-5903. Completion of this form puts your name on the waiting list as of the date and time received at the City Planning Office.

Requirements for participation are:

  • You must be a Lock Haven City resident living in the 3rd or 4th wards
  • The dwelling must be your primary residence.
  • You must own and occupy your home.
  • You must be income eligible. See below for current family income levels.
  • All City, county, and school property taxes, and municipal utility bills must be current
